Description of Duties/Essential Functions Benefits Supplemental Questions Under direction of the Transactions & Eligibility Unit Manager, performs a variety of advanced technical and specialized duties for various State programs for the Local Government Health Plan (LGHP), the Teachers' Retirement Insurance Plan (TRIP), the College Insurance Plan (ClP) and the State Employees' Group Health, Retiree Healthcare and Life Insurance Programs. Investigates, advises and responds to advanced technical written and telephone inquiries related to the programs regarding eligibility. Investigates, advises and resolves eligibility disputes between the member and vendor or provider; investigates enrollment and eligibility coding for carriers, members, vendors and Group Insurance Representatives. Works independently referring only difficult problems or questions involving deviation from departmental policy or procedures to supervisor for review and disposition. Confers with and assists the unit manager in investigating concerns and problems with carriers for response and resolution. Reviews advanced technical transactions onto the membership database and online enrollment systems; identifies system problems and programming errors and notifies manager. Assists other units within Membership Services on an as needed basis. Minimum Requirements: Requires knowledge, skill and mental development equivalent to completion of four years of high school. Requires one year of professional experience such as would be gained as an Insurance Analyst II. Prefers strong communication skills. Requires extensive knowledge of Group Insurance rules, regulations, policies and procedures. Requires the ability to analyze case situations and come to reasonable decision/conclusion and the ability to solicit pertinent information, read, assimilate and recall with clarity particulars pertaining to Group Insurance Programs. Requires the ability to write letters and reports containing descriptive and quantitative inclusions in order to convey policy and procedures through written communication as well as the ability to verbally communicate program rules. Prefers the ability to establish and maintain a working professional relationship with co-workers, vendors, GIRs/HPRs employees, retirees, and a host of others for the purpose of research toward case resolution. Prefers PC experience and working knowledge of word processing, spreadsheet, database, mainframe, and e-mail applications. Prefers working knowledge of membership and online enrollment systems.
