Job Description:

Under the general supervision of the Manager of the PMO or Program Manager; manages and directs multiple high priority complex projects that are strategic in nature. Responsible for all aspects of the project from start to finish, have full ownership and responsibility over project quality and provides input to project management processes and lifecycles. Identifies appropriate resource needs, develops the project schedule and works directly with a Senior Leaders, Functional Managers or Program Manager on assigned projects. Must be an expert with all Project Management knowledge areas and have demonstrated ability to apply this knowledge in projects, understand the function of each team member, and effectively coordinate activities as well as have excellent understanding of the health system/health care processes and support systems. Frequently responsible for mentoring less senior project managers and recognized as an expert in project management in the organization. Education

  • Bachelor of Science degree in Business, Computer Science, or related field required. Four years structured project management experience may be accepted in lieu of a degree.Licensure/Certification/Registry:
    • Project Management Professional (PMP) required. A Bachelor's degree or two additional years of structured project management experience may be considered in lieu of certification.Experience:
      • Seven (7) or more years of experience in information services related to applications, hardware and/or networking required. Healthcare application implementation experience required.
      • Seven (7) or more years of experience as a Project Manager leading projects that range from 10 to 20 FTE equivalent team members, range in 1 month to 18 months in duration, require a large effort (over 1500 hours) and have a large budget (over $1M).Other Knowledge/Skills/Abilities:
        • Demonstrated ability to coordinate all processes related to project management activities including creating project documentation, creating and managing project schedule, directing and managing project work, monitoring and controlling project activities and value, and conducting thorough closure and handoff to operations.
        • Demonstrated ability to assess projects assigned and solve complex problems requiring substantial analysis, assess in the cost planning/budget of projects, identify quality requirements, identify stakeholders, and identify, analyze, and manage project risks throughout the life of a project.
        • Must have strong analysis, planning, and organizational skills as well as excellent verbal and written communication skills.
        • Must be available to assist with project go lives or training courses whenever or wherever they may occur.
        • Must be able to travel between multiple site with own transportation at all hours and days of week. Must possess a valid Illinois driver's license and must be deemed as an acceptable driver in accordance with the MHS Fleet Safety Policy (five year MVR will be required).
        • Demonstrated proficiency in customer service and positive attitude required.
        • Proficient with Microsoft Office products including Word, Excel, PowerPoint, Visio, Outlook, Project and Access required. Experience with Planview or Publisher a plus.1. Manage change to the project scope, schedule, cost and resource needs to keep the project plan on track, updated and reflective of approved changes utilizing the approved change management plan. 2. Communication--- Ensure timely and appropriate communication occurs throughout the life of the project including planning communication methods and timing, collecting information, creating communications, and distributing information in a timely manner that includes all appropriate project stakeholders.--- Communicates information and ideas clearly in writing that can be understood by all.--- Communicates information and ideas clearly verbally that can be understood by all.--- Develop and maintain the project communication plan.--- Communicates with the Project Manager/Program Manager regarding status of given responsibilities.--- Collaborate with Public Relations and Marketing department to facilitate any external communication needs of the project. 3. Plan--- Validate all stakeholders' expectations of the project and document in the project plan to ensure alignment of the project team with project scope. --- Conduct project tasks as outlined in the project plan to achieve project goals.--- Develop and manage multiple individual project plans utilizing Microsoft Project and Planview applications working with input from team members at all levels to ensure accuracy/feasibility.--- Determine project milestones and produce solution oriented project deliverables.--- Define the projects organizational structure, approach, scope, project specific standards, resource and staffing management plans, work elements and work plans. --- Communicate work plans to responsible parties to ensure compliance with milestone dates.--- Schedule all appropriate demonstrations, project meetings, scope documentation planning, design sessions, etc. with project team and necessary consultant/vendor resources.--- Work with Employee Development Department to develop class schedules and training curriculum where appropriate.--- Plan and manage any and all purchases that are required throughout the project while working closely with the finance manager and cost center owner.--- Obtain management approval on project plans as necessary. 4. Monitor/Control--- Coordinate all project stakeholders and resources to identify project health measures/metrics, identify, assess and document project risks and establish appropriate mitigation plans.--- Measure project performance using appropriate tools (MS Project, Planview) and techniques to monitor the progress of project work, identify any variances, determine significance of variance an appropriate strategies to correct them. --- Identify appropriate risk trigger events and activate established mitigation plans in the event of a risk occurrence. --- Create and control the project budget including accounting for approved project expenses against both the project and funded budgets.--- Track and record vendor and other resource hours used on the project to ensure accurate billing.--- Assist with financial analysis of contracts verses budget, invoices and payments.--- Organize all project meetings and document all decisions and actions taken.--- Maintain focus on any organizational goals and benchmarking for the projects. --- Identify any project staffing or budget adjustments required as a result of approved changes.--- Notify the project manager or PMO manager and all applicable project stakeholders/team members of any new development on the project using weekly status report and other various internal communication methods.--- Maintain an issues list to be shared with all project team members. Ensure all issues are discussed with the appropriate staff with necessary follow up and resolutions in a timely manner. Assist in developing action plans to resolve each issue that might arise throughout the project lifecycle.5. Team Building--- Plan, acquire, develop and manage project team members based on project requirements to ensure successful delivery of the project within the project constraints.--- Define roles and responsibilities for the project and identify key project team members. Create awareness with relevant personnel and their leadership to maintain team moral and need awareness.--- Establish the project organization structure.--- Build, lead, mentor, train and motivate a cohesive team to improve team performance and project outcomes.--- Prepare gap analysis and impact analysis for any project resource requirements that are not appropriately staffed with in the project that is shared and managed with project stakeholders.--- Support the team through established trust and encourage respect and cooperation among team members.--- Praises team members for a job well done. Works with appropriate resource managers on improvement opportunities. --- Demonstrated skills in organizational dynamics and team building. 6. Documentation--- Gather materials and documentation required to manage each phase of the project.--- Ensure all project information is accurate, updated and available to all project team members and stakeholders.--- Produce benefit analysis for the project showing the long term and short-term goals of the project that correspond with the strategic goals of the organization.--- Complete all required methodology documentation to the highest standard including a project charter, implementation plan, quality plan, status reports, meeting agendas and minutes, post implementation review, etc.--- Successfully evaluate and document all changes requested and follow appropriate processes for approval of change items. 7. Design--- Lead process assessment activities with business owners, assess and evaluate complex systems, processes and create applicable process maps, decision trees, design and simulation diagrams/documentation. Provide recommendations for quality improvement.--- Record detailed customer requirements, assumptions, and constraints to document project deliverables and stakeholder expectations using requirements gathering techniques.--- Supports process change by integrating new processes with existing ones and communicating these changes to impacted teams.--- Develop drafts of current and future state workflows to determine an optimal process for the future state of the projects for review and approval by process owners, including reassessment for requested changes to the project. --- Perform complex workflow analysis and provide recommendations for quality improvement. 8. Quality--- Development and execution of test strategies, plans and scenarios--- Coordinate project testing teams and activities in testing of software to ensure proper operation and freedom from defects.--- Document and report all testing issues and problems. Provide appropriate reports and metrics for quality validation throughout the life of the project to ensure successful implementations.--- Work to resolve all complex issues/problems in cooperation with the project team.--- Develop improvements to the current testing procedures/scenarios. 9. General--- Listens well to others, understand key discussion items, ask appropriate questions, allow others the chance to speak without interruption.--- Demonstrated effective problem solving and results oriented.--- Excellent analytical and planning skills with ability to effectively manage changing priorities.--- Attention to detail, especially as it applies to data collection, analysis, documentation and reporting.--- High ethical standards that correspond to the Health System standards.--- Proven ability to handle team-leading roles successfully without excessive support or supervision.--- Good level of knowledge of health care processes and applications.--- Supports the Mission, Vision and Values of Memorial Health System.
