supervision, this position performs geographic information systems
(GIS) program activities utilizing geographic information
technology to produce maps and spatial analysis. This position
creates and maintains spatial datasets, writes queries and
programs, develops tools to meet the needs of end users, produces
specialty maps, updates production map series, and participates in
the publication of the Illinois Official Highway Map process. Value
of work supervised:$300,000 - $500,000 Value of plant and
equipment:$250,000 - $300,000 This position reports to the Mapping
and Information Systems Unit Manager. There are no subordinates
reporting to this position. This position works in an environment
that is fast paced and quickly changing. Through knowledge of
cartographic standards and software requirements, the incumbent
creates products that utilize cartographic and mapping software to
complete projects while maintaining quality standards. The
incumbent must impose the neatness and adherence to cartographic
standards in the preparation of maps. A unique aspect of this
position is the opportunity to learn the newest GIS and
cartographic technology available.Typical problems the incumbent
may face in this position are lack of GIS data or issues with data
(spatial and format) and ensuring the work completed is accurate
and current. S/He will be challenged by the setting of priorities
for cartographic, map, or graphic tasks within the assigned work
based on user needs. Never ending technology changes and the
timeliness, neatness, and adherence to cartographic standards in
the preparation and editing of transportation maps, graphics, and
special maps needs to be maintained. The greatest challenge of this
position is the ability to deliver GIS products that assist in
solving complex technical problems without delay to end users and
not compromising the cartographic work, accuracy, relevancy, and
usefulness for its intended purpose.Under general supervision, the
incumbent performs GIS program activities utilizing geographic
information technology to produce maps and spatial analysis and
creates and maintains spatial datasets. S/He writes queries,
programs, and develops tools to meet the needs of end users. The
incumbent produces specialty maps, updates production map series,
and participates in the publication of the Illinois Official
Highway Map process. The incumbent will assist the GIS Mapping
Specialist II with project support.(Job Responsibilities
continued)S/He provides assistance with special map requests and
various graphic projects including but not limited to collection of
data from internal andexternal entities, creating and updating
data, and preparation of maps/graphics. The incumbent generates
maps, prepares prints, completes display mountings, and coordinates
placement of maps throughout the department. The incumbent creates
and maintains spatial datasets of Illinois information or obtains
data and formats it for use within the department, validates data
for accuracy and completeness, develops and documents procedures,
and develops data dictionaries and metadata documents to accompany
spatial data created. S/He completes mapping requests for
departmental and general public needs, recommends procedural
changes, and reports cartographic and mapping difficulties. S/He
generates legislative maps on an as needed basis and mounts maps on
foam board as requested. The incumbent provides maintenance and
updates to production map series and those standard map series maps
available on the internet and standard locations maps. The
incumbent participates in training to attain a greater degree of
expertise in mapping, spatial analysis, and computer skills which
includes, but not limited to, online training, on-the-job training,
classroom training, conferences, meetings, and workgroups.The
incumbent is given general latitude to perform the responsibilities
of the position. S/He performs within the constraints of
departmental policies and procedures. Matters of a unique nature
will be referred to the Mapping and Information Systems Unit
Manager for guidance with recommendations for resolution. The
incumbent's internal contacts are department-wide. External
contacts include other local or state agencies and the public
sector when warranted for mapping projects. Occasional statewide
travel with overnight stays is required.The effectiveness of the
incumbent is measured by the timeliness, accuracy, and relevancy of
the cartographic mapping and graphic work produced in meeting task
assignments and departmental goals. Additionally, the effectiveness
can be measured by the productivity and increased skills with GIS
and graphics.Principal Accountabilities1. Creates and maintains
spatial datasets in the GIS and digitizes and maintains spatial
datasets of Illinois information.2. Maintains data dictionaries and
metadata files, implements standards, informs users what
information is available in the systems, performs detailed data
research in response to the needs of the Office of Planning and
Programming and department staff and completion of assigned
projects.3. Validates data for accuracy and completeness, develops
and documents procedures, and prepares drawings and maps for
department and public use.4. Performs data acquisition and data
formatting and applies GIS to produce spatial distribution maps for
departmental and public use.5. Collects and manipulates spatial
data using GIS software to prepare maps and spatial analysis of
desired information.6. Collects, organizes, and clarifies
transportation data and produces maps and spatial analysis for use
in making management recommendations in planning and programming
decisions.7. Generates legislative maps on an as needed basis.
Mounts maps on foam board as requested.8. Prints maps to fulfill
departmental and general public requests and utilizes GIS and
graphics software to prepare cartographic products and visual
aids.9. Participates in the publication of the Illinois Official
Highway Map process.10. Participates in advanced training to attain

computer skills.11. Performs duties in compliance with departmental

Education/ExperienceCompletion of a bachelor s degree majoring in
cartography, computer science, information technology, information
systems, or GIS, ORCompletion of two years of college plus two
years of experience in cartography or GIS in the delineation of
highway maps, Environmental Systems Research Institute's (ESRI)
ArcGIS software, creating and maintaining spatial datasets and
geodatabases, analyzing geographic relationships among varying
types of data, or a combination thereof, ORSix years of experience
cartography or GIS in the delineation of highway maps, ESRI's
ArcGIS software, creating and maintaining spatial datasets and
