The Illinois Department of Children and Family Services is seeking an organized, professional, and results oriented individual to serve as Chief of the Office of Child and Family Policy. Subject to management approval, this position will direct and control the operation of the policy analysis program, providing expert clinical review and consultation regarding proposed policies and procedures. The position will manage the scope and format of the policy analysis program and provide oversight of professional and administrative staff. 1. Serves as Chief of the Office of Child and Family Policy

  • Directs and controls the operation of the policy analysis program, providing expert clinical review and consultation to unit staff regarding proposed policies and procedures
  • Drafts and designs rules and procedures governing policy review
  • Directs the review of all agency publications involving policies, procedures, and regulations
  • Monitors, reviews, and evaluates the effectiveness of operations and quality of services provided and effectuates and monitors implementation of policies and procedures
  • Provides major administrative input to the Deputy Director of Legislative Affairs and Chief of Staff
  • Communicates recommendations and administrative policy changes to senior management staff
  • Identifies and assesses problem areas, establishing mechanisms for resolution
  • Drives or travels to various locations in the performance of duties 2. Directs, coordinates, and develops a policy and procedure review clearinghouse
    • Manages the scope and format for the policy analysis program
    • Develops strategies for policy implementation
    • Provides guidance and direction regarding the application and interpretation of agency policies
    • Provides guidance in the implementation of new or revised procedures
    • Reviews and analyzes feedback in the implementation of procedures 3. Serves as full line supervisor of subordinate supervisory staff
      • Assigns and reviews work
      • Provides guidance and training to assigned staff
      • Counsels staff regarding work performance
      • Reassigns staff to meet day-to-day operating needs
      • Establishes annual goals and objectives
      • Approves/disapproves time off requests
      • Adjusts first level grievances
      • Effectively recommends and imposes discipline, up to and including discharge
      • Works independently with Labor Relations regarding disciplinary issues, providing significant input regarding proposed disciplinary actions
      • Prepares and signs performance evaluations
      • Determines and recommends staffing needs 4. Directs the review and analysis of all Departmental policies and procedures to ensure compliance with state statutes and federal regulations
        • Reviews proposed legislation to determine its impact upon operating policy
        • Advises the Deputy Director, Chief of Staff, Executive Deputy Director, or Director of conflicts between current or proposed agency policy and current or proposed state and federal legislation
        • Serves as liaison with agency legal and interagency coordination staff to clarify legal issues and ensure coordination of policy implementation efforts 5. Represents the Department before other state agencies and governmental entities, private and public organizations, and other community and professional groups

          6. Manages and coordinates the ongoing review of agency procedure manuals and bulletins
          • Directs the preparation of reports detailing findings and recommendations regarding changes in procedures
          • Directs the review of current policy and procedures with proposed changes to ensure clarity and consistency 7. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

            Minimum Qualifications
            1. Requires knowledge, skill, and mental development equivalent to completion of four years of college
            2. Requires four years of professional experience in the evaluation of complex managerial and administrative policies and procedures

            Preferred Qualifications
            1. 4 years of professional experience managing or conducting the drafting and development of policies, rules, and procedures in a public or business organization
            2. 3 years of experience supervising professional staff in a public or business organization
            3. 3 years of professional experience reviewing proposed legislation to determine its potential impact on the policies of a public or business organization
            4. 3 years of professional experience conducting planning activities on statewide basis in a management capacity
            5. 3 years of professional experience conducting community outreach as a representative of a public or business organization
